Yes, it's relatively straight forward if you have a little electronics knowledge.  I wrote this guide on repairing the A4000 mouse port which covers the common faults seen with this.

You can do all of the testing from the top side without having to remove the main board from the chassis.  So worst case you might just have to remove a few Zorro cards.

I have new ICs in stock in case you can't buy small quantities locally.  Or do the entire job for you if you want to send the main board to NZ.

Thanks!  Did freeze a bit, but I guess that's to be expected at -40 deg.  Will probably end up back there for another year, so get the Amiga jobs in by September.


@Vlabguy1:
Unless you have to replace EMC filters on the bottom side, you should be able to do just about everything from the top side of the board without removal from the chassis.  It's essentially a 5 minute job if you have the parts and tools handy.
