Does the A3000T have a motherboard CPU like the A3000D??

If so, then see if the system will do anything without the A3640, when it's using the motherboard CPU.

Make sure the ROMs are seated correctly and are placed in the correct sockets, I.E. you have to get each ROM in the socket it belongs into.
Check the power supply has a stable 5V and 12V at the motherboard.

Check the ZIP memory is all seated correctly, no bent pins, etc.
Check CPU is getting slightly warm after running for 5 minutes (indicates it might be doing something :-) )
Check for 25MHz on the two clock source jumpers.  Actually make sure the jumpers are in the correct position as well!  Internal for motherboard CPU, external for A3640.

If you have an oscilloscope handy I can list more things to check...

And a good point from Karlos, the A3640 floating around inside may have physically damaged something.

Carefully inspect the entire motherboard for broken or missing components!
