Using some caution, I will respond. To anyone attempting to troll, remember this is not a contest,  this is supposed to be a help line.

No doubt your frustrated,  but in all likelihood, it's not that serious, I hope.
Is the faceplate marked as an 030 or 040 (if at all). If the unit was stated as functional, the internal jumpers should be set properly. The boot drive "clicking" is bad news, you will need a replacement drive, and the proper AmigaDOS to install. The versions of DMAC , and Ramsey are moot at this point. The A3000T shipped with 2.04 ROMS.  Are you sure it has 3.0/3.1 ROMS (for an early-setup menu) ?

(1) Disconnect the hard drive SCSI cable and power. The A3000T is known to wait in excess, it may take several minutes for it to figure-out the hard drive is absent. (Your luckily, an A4000 can take 5 minutes, but it is rare.)
(2) After the time-out, it should display the "screen".

After you determine the actual Amiga ROMS installed, if you need the loan of a SCSI boot driive (abeit 40-50 meg) with either 2.1 or 3.1 AmigaDOS installed, let me know. I will loan you a drive preloaded with test programs and instructions.
This drive must be returned,  you pay shipping both ways, and a deposit to cover the drive contents. I don't loan them for FREE anymore, as a few never came home. The drive must be retuned intact, without loss of data. The setup cost is $10.00,  deducted from the deposit.
