Copyrighted material is copyrighted material. The fact that a site has permission to distribute it does not automatically grant you the right to redistribute it further. Distributing copyrighted material without permission is piracy, and doing so for profit is generally a criminal offence.

The GPL actually allows you to sell software for any cost - however, if you provide binaries and not source, then you must be willing to provide the source for nothing other than media and copying costs (or provide an FTP site or something). Debian expressly requires that people be able to sell any software it provides for any amount of money they want to, but given that you can download it for free there's not a lot of incentive to do so...
