The rubber used in these sorts of things tends to perish over time - back when I was a sysadmin, I had to spend huge amounts of time cleaning bits of liquified rubber off desks when moving machines between offices. Acetone ought to get rid of it and shouldn't damage your motherboard (though wait a little while before trying it to give other people a chance to point out that it's actually stupendously dangerous...)
