Thats great, you found a PC cable (Amiga follows Shugart standard vs PC doesn't something to keep in mind).
I think you will find your one drive when accessed showing LED and the other drive 's LED showing access too (even if not accessed), if not properly twisted. Which is what Jope said.Here's what PC does:

Pin 4 connects to pin 6 on the connector, and pin 6 connects to pin 4 on the connector. pin 5 is connected to pin 5. (pin 1 is the one with the red cable)
Pin 4 is motor control on DF1 , pin 6 is "/INUSE" per link below.
