When I was at School we were given rifle training, given full tution of how to safely operate the gun, ammunition handling and also safe firing range practice... but we were 14 years old, not 2... That parent is doing nothing for that child, The child has no undertanding of what is going on! Note also the lack of eye protection! A simple rule should be that if the operator isn't able to hold the wepon unassisted then he shouldn't be holding it at all, It's just dangerous to be touching a wepon without being in FULL control.
