If you really want one with those specs, you are probably going to have to just take the time and piece it together yourself. It can still be done. A4000T's do come up on ebay (there is one up right now), they also come up for sale here. Expect to pay up to $600 or more for a stock 040 machine these days with the front door intact. A few years ago they were $250-400.
The PPC board will run another $650-1000 unless you are lucky enough to get a machine that has one installed. It took me about 8 years to take the plunge and buy one from ebay and I'm glad I did, it's a nice machine.
