Modder = mud. The above sentence would roughly translate to something like "Spout eleven came along to spout mud in the direction of a supplier". (In this case mud isn't related to FUD or so, it's not bad nor is it good, it's ment to point in the direction of the supplier)
Spout Eleven is a reference to somebody offering their help after it is unneeded / trying to put out a fire that's been out for hours.
