No there is no Windows emulator in OS4.
You can try
DOSBoxwhich is MS-DOS emulator and try some Windows incarcinations. Reports say that Windows 3.x works on DOSBox, but I only saw screenshots, since I don't have any Windows install disks to try, neither a floppy drive.
