Been a while since I've played with Picasso96Mode. 1280x1024 is pushing the upper limits of the PIV.
A screen size this big requires an interlace screen. Your syncpolarity settings may be different on your monitor.
I have a 17" crt monitor & this is what I got.


Clock = 84.48MHz, Interlace checked ON
FrameSize = 1550/1070
BorderSize = 0/0
Position = 26/2
SyncSize = 64/8
SyncPolarity = both checked ON

Frequency = 55KHz/100Hz (derived from clock & framesize)

You must use the monitor adjustments to make the mode
setting fit right. I always have to adjust horz/vert
centering & size on all mew screen modes.

If you value your eyes & sanity, do not use 60Hz refresh
in interlace mode. I always use 100 to 120Hz to eliminate
flicker, but then my CRT monitor can take it.
