Nah,  It's just stock footage.  

News producers have a floppy/CD with an app called "TweakSTR" that allows them to adjust the refresh rate of a modern PC in tiny increments, to eliminate that annoying rolling flicker that you sometimes see when a "raw" PC is filmed.
