The scandoubler part of the PIV works completely without any driver just with the setting in it`s flash. there is a P4Flickerfixer driver installed in Monitors under P96 though.

When I read VooDoo and CGX I assume you use a G-Rex / CSPPC combo. The later flashes of the CSPPC had to option to turn on a "software scandoubler" for the CVisionPPC and GRex. If this is turned on it might interfere with the PIV Flickerfixer. (Don`t know if the RGB signal actually is modified or just copied from and then "patched" in the GFX mem of the graphicscard
Not really interesting, but it`s there.

I don`t recall in wich submenu the option is. I belive it was in System. It can be set to "31 kHz video" and "no 31kHz video"

Not only. This "software scandoubler" will be active as long as not RTG system is loaded. You can perfectly run the WB on it, though the colors might look funny some times. This feature will be switched off once an RTG screen is opend for the first time. Don`t know what might be still active in the background that could cause problems.....
