I was a member at ATO for a short period and translated some stuff into slovenian language. Some little programs and a little bit for OS 3.9 if I remember right - but I am not 100 % sure anymore - must dig in my old work to find out.
For me the process (programs/tools) were somehow complicated but if you really are interested I can begin digging out some info on that. But you for sure will get better info if you participate or ask an AmigaOS betatester or you ask some of the "former" ATO team leaders if there are any left.

No, no that was not special software of ATO. But you are right, probably there is something better now - I think your question is well adressed now.
