Adding a CD-R, etc. will not slow the HD down.  Best way to copy your IDE drive to SCSI is the use COPY DH0: DH1: ALL CLONE (from memory, so test it first...).  BTW, you can get an ACard SCSIDE adapter and use the IDE drive right away.
