You change a jumper on the board to change voltage.  So, no voltage regulator needed.  Search this board for more information, user kas1e did this recently using a socket from a PC motherboard.

No, the chips are very different configurations, and number of pins.  And, to make it worse the BlizzardPPC has no CPU socket.  But, since the board is designed for 040 and 060 all of the lines are there.
