A guy gave me bad feedback on Ebay and he was the non-payer,
I filed an Ebay fraud report and wrote to Ebay but
they still never removed the one negative in my perfect
Ebay record. 
That sucks, now I wish neither of us
had left any feedback. Relisting might be a better idea.
AFAIK you have 90 days to leave feedback. If you're ever in a stale-mate situation where you don't want to risk a retaliatory neg then why dont you do this...
Set a reminder for 89.5 days and then leave a neg >
The chances are that, by the time the other party has logged on, they will not have time to leave a neg for you.
I've been meaning to do this for a number of NPBs that i've encountered but always forget. It *should* work though. You might also want to try and leave a smaller amount of time just to make it even harder for them to retaliate.
