I think that there has to be some FPM or EDO memory installed on the BPPC card in order for it to boot.
Also, if the first suggestion fails then try powering on your Amiga 1200 and wait for 5 seconds, then use CTRL-Amiga-Amiga to reset from the keyboard and see if the card/system comes back to life. I remember having to do this in the past with some 040 BPPC cards as they were power hungry and would not get enough power from cold boot.
