Why Kickstart 3.1 and OS3.9? Miami32b runs perfectly with OS3.1 and OS3.9 doesn't give any advantages for AGA screenmodes.

An Amiga 1200 with internal hdd and a Blizzard 1230 will suit you just nicely. The Blizzard is needed for gaining some speed and adding fast ram; you wouldn't want to transfer ADFs from PC to Amiga using a PCMCIA card without.
No need for buying a Catweasel if you are planning to get the A1200 setup mentioned and add a PCMCIA ethernet card to the setup.
