If you don't want to invest in a proper PLCC extraction tool, you can construct a rudimentary tool from a piece of wire, but note that the wire must be really stiff. Just bend the wire into a V, then bend the ends to small hooks which go under the chip when you insert the tips into the slots in the corners of the socket.
