Because the Amiga's mouse/joystick socket is NOT a DB9 serial port (despite having a DB9 socket).

You need a specialised adapter that provides extra logic to use a PC serial/PS2 mouse on the Amiga's native mouse socket.

Right now I am using a Logitech USB mouse on my Amiga (USB->PS2 adapter) using the Mr. Myzsa PS2 mouse adapter.  Works nicely, including scroll wheel.

Other options are available, but you might find $40 USD might be too steep for a simple mouse adapter.  If you're not too concerned about compatibility with older hardware banging games, I would suggest spending a bit more money for a Highway(Zorro2)/Subway(clockport) USB adapter which also allows the connection of a wide variety of USB devices including mice, keyboards, printers, scanners, flash card readers, webcams, and more.  The cost is about double the cost of a PS2 mouse adapter, but the extra benefits are money better spent.
