A SuperCPU is extremely hard to come by. Maurice Randall (the guy who has the rights to produce them) was busy with his real life for quite a while and didn't accept orders. I think he announced that things have changed for the better, but by now he must have an extremely large backlog of waiting orders.
Actually, it very much does have a C64 core (as of Nov '94). The PAL core is being worked on currently and the NTSC core is available. I just got my C-One board in yesterday

It's still only acting like a standard C64 though, no SuperCPU support (though it does have a 65816 chip).
