Startnet is not a exe file, it's just a script that does a few things. That's why you you see [CLIx] when you run it.
Now I'm just guessing but one reason could be that the CLI opens additional CLIs and therefore you cant close the original one.
I don't have startnet in front of me but some commands might need to be "run'ed" to?
