edit- your using Genesis IIRC?
Goto GenesisPrefs > Advanced and set the send/receive buffers to 32768 (both)
I'm not on AmigaOS3.9 currently so check to have these settings in AmiTCP:db/AmiTCP.config (configurable through the GenesisPrefs as well)
