if it is the first time you own a PowerUP card, reinstall a plain OS (3.1 just to test) on one of your HD. (on a boot partition <2GB)

it could depends by a bunch of factors and not knowing what its installed on your disks, it would be better to start with a fresh install (i'm thinking about BlizKick, different PPC kernels, 68k libs and such which could bangs with the new 060 CPU)
And yes install 3.1 without the card then install in Libs/ (probably not required with BPPC but.... they doesn't hurts) the full 68K libraries from
