Back in the day, I think the unofficial official modem was a US Robotics Courier HST Dual Standard (until V.34 came along, anyway). ;-)

Modems intended for consumer use have been fairly standard, i.e. pin-out and Hayes command set, since the mid-80's. The differences appear in error correction, high-speed protocols, and software-assisted implementations (softmodems or "Winmodems").
