I also write my pages by hand, I use GoldEd and the web world plug-in although to be honest I don't think I make the most of the Web World features - I never really seem to have the time to get into it properly. That said the syntax highlighting is handy for spotting silly mistakes (missing quotes and the like).

For the Total Amiga site I use hsc this is an HTML preprocessor which allows you to include external HTML files and and many other useful functions. It took me a while to get everything set-up but now I can make changes to common elements of the site headers and footers, the look of tables etc. much more quickly. If you're doing a site that's going to see a lot of updates and you're not up to writing something properly database driven it's a good option.
