I've a simple solution, buy a Samsung Syncmaster 2023MW.

It has the following connectors: HDMI, DVI-D, VGA AND RGB, S-Video, composite video, component video.

15khz is the normal PAL and NTSC frequency, so yes it would function since on the Samsung you can connect a dvd player or vcr to it.

In my country dvd players and vcr's do have rgb outputs, they are called SCART connectors but they output RGB signals. Since the Amiga outputs RGB all you'd need is a Amiga to scart cable. I realized too late you're located in the USA, so you might need to find a USA model with the same specifications.
In theory, any LCD TV should work, and PC LCD monitors with a tuner build in (so called hybrid monitors).
