"He moved to the US in 1991 and completed his PhD in Austin, Texas, while working at Motorola. He returned to Shanghai in 2000 as part of a group of scientists lured home from abroad to spearhead Beijing's belated high-technology push, in which China has invested heavily in its space and research and development programs. When he announced the Haxin chip, a type of simple digital signal processing chip, Dr Chen was showered with honours and 100 million yuan ($A16 million) in research grants. His laboratory had more than 100 researchers and he was made general manager of a company set up to produce the chip. An investigation by Jiaotong University and government departments began in late January after fraud allegations were made by a former colleague or possibly lab assistants, media reports said.
