I can't be 100% sure of this, but I read that certain post OS3.1 versions... (I thought only OS3.5, tho) mess up protection bits on some files....
What I did, back in the day is just use DirectoryOpus, select all files on the drive, and set the protection bits as needed....... the C DIR in this case, BTW.
