I would vote for DirWork. Up to version 1.62 was shareware, 2.1 was commercial but included on many cover disks. Used it for years as the "poor man's DOpus", still do, in fact. I spent so many years customizing it I'm too old to change my ways.
Only downside is it has issues writing to partitions out beyond the first 4GB of a disk, but I think a lot of older Amiga software has similar issues.
