You need MUI to run Ibrowse.  The most common version for classic systems is this one right here:

http://aminet.net/package/util/libs/mui38usr

It was copyrighted software and not included in the OS.  There's an updated 4.0 version by a different group, but I've heard it's unstable as h***.  There's also updates to various classes and files within that main archive, for when you want to start digging more into it.  But start with that main archive first.  :)
