I guess given those options... if your 1.3 is broken go with the 1.2? Although you should be able to get a 1.3 for next to nothing on ebay or amibay. I've got one here I've been meaning to get rid of for a while, LOL.
You could always do a ROM switcher with both, for the maybe .0001% of games that will have issues with the difference between 1.2 & 1.3.
