The 040 and the 060 doesnt have exactly the same pin configuration, see the usermanuals:
68040 User Manual
68060 User Manual

Though it is absolutely possible and proven that a turbocard which can handle both the 68040 pinout and the 68060 pinout can be done as the changes isnt major. But the turbocard must be designed for it, a card not designed for both the processors cant be up or downgraded easily.

If I dont remember wrong the Blizzard1240 was marketed as "68060 upgradable" so a new oscillator and a voltage-regulator should hopefully do the job, but dont forget to check for possible jumper settings on the Blizzard1240 which might have to be changed to upgrade successfully.

On the first page of the Blizzard1240 User Manual DCE say that the differences between the 1240 and 1260 are very small and that they can upgrade a 1240 to a 1260 for you.

The big question is if they do something more when upgrading than just replacing the 68040 with a 68060 and exchange the crystal and voltage-regulator.

Btw, is the 68040 on the Blizzard1240 socketed and is it a Phase5 or DCE manufactured turbocard?
