Not intended as flame-bait, but:
In both Chinas and some other Asian countries anyone's intellectual property used to be stolen, copied, & redistributed, routinely, and without a second thought. Records & books in the 70's. Software more recently.
In the last ten years a lot of international pressure has changed this somewhat. Now that they have to pay for software they want to protect their own.
(Side note: Russia also uses their own security version of Linux for the military. Other countries would be well advised to create their own as well.)
