Why is this not in the App Store?
Apple are pretty obnoxious when it comes to emulators, so App Store may not be an option. But something they let things through. Emufreak, please give it a try if you haven't already!
Isn't there also another way to install programs directly without a jailbreak? I think some console emulators were using that exploit - relied on some sort of expired certificate. That could be another handy way to distribute this.
