I have no experience with OctaMED, but Bars and Pipes will definitely do that for you. It's extremely powerful and extensible, but also fairly complex. There are scanned manuals kicking around online - highly recommended you take a look at those.
If you want to try something with a simpler interface, consider Deluxe Music 2.0. It has a traditional staff/note UI like most versions of Finale, supports recording via MIDI input, and you can export to formats supported by Bars and Pipes (SMUS) if you want to work with that later on. I don't know what sort of interoperability DMusic has with OctaMED - I'll let the OctaMED experts handle that question
