Upwards of 4GB is a challenge even on 3.1; I don't even know if it's possible on 1.3.
At any rate, Workbench 1.3 doesn't include any hard disk tools - those were provided on the disks that shipped with the drive controller boards. Take a look at
http://l8r.net/install or
http://www.amiga.resource.cx for those disks. I *think* a 2091 disk will work for the 590.
