Some 3000Ts shipped without 030s onboard, since they were marketed as an A3000T-040, and came with a 3640 as standard. Check

If I'm not mistaken, the 3000T jumpers are labeled on the PCB. What are they set to now? At least a handful of them will need to be set to EXT, since you'll need to get a processor card on there.
