Hey, so I have a Piccollo SD64 RTG card, and it works fine. Only issue is passthrough cable shows NOTHING, I am informed it needs a flicker fixed to get the Amiga's native output up to the same Hz level as native VGA. That being said, does anyone know of a solution for this, an external or internal Flicker-Fixer?

The Commodore A2320 is the original "fixer". There are many others but you can't go wrong with the A2320.

That does look good, though these do seem to be pretty rare. If really need a solution I can easily buy now, at the right price of course.

I used a Microway FlickerFixer AGA 2000. The “AGA” designation had nothing to do with AGA graphics that appeared in later Amiga machines. This flicker fixer card allowed me use a VGA monitor as my main screen.

Keep forgetting about these. Even though I use the AGA versions in my A1200 and A4000.
The Indivision OCS/ECS V4. You can get older off eBay or Amibay.

I have two A2Ks. One with an A2320 and another with a RGB2HDMI setup I picked up on eBay. The A2320 is definitely the preferred solution, but they are very difficult to find these days. The RGB2HDMI also works well, but it was a little finicky to configure. Unfortunately, default settings didn't work for me. Also, about 1 time in 30, it doesn't come up clean on boot and I have to hard power cycle the machine. I think I could add a hard reset switch for the RasPi, but it isn't worth the hassle. For roughly $100 US you can get a full setup with back plate, RasPi, SD card, internal cable, and switches.
