Hmm...  I'd never heard of it before.  looks like it just lets you output a SVHS signal...

"bas" = "cvbs" = composite video signal (Composite Video + Burst + Sync). You will often see European video connectors labelled "FBAS".

So what it probably does is output a composite video signal that you can connect to your TV in NTSC or PAL. The SVHS output is the same signal but with chroma and luminance separated, for input to a VCR or monitor.

so, if I understand correctly, this module is for editing video then outputing to a vcr? Could one input video from a vcr with this module?

No, for that you would need a V-LAB card.
