Is the A500/A2000 Kickstart 1.3 ROM compatible with the Amiga 1000?

As far as the software is concerned, yes. Electrically, I do not know.
Actually, all up to 3.1.4 is compatible with the A1000, all provided you have sufficient RAM.

The A1000 cannot use a ROM chip bigger than 256 kB.

It can with a proper adapter and some simple mods. It does require soldering and cutting traces though.

On amigalove.com there is some posts on how to add a new rom.
The boards I bought off of ebay can handle one and two roms respectively.
I plan to remove the PAL chip and place a socket for easy changes.
