Will Workbench 2.1 run on an Amiga 500 or do you need to install a rom for it to work? Thanks.

You still need a 2.04 ROM.

You will get an error message that states that you require a Kickstart version 2.0 or later. Which basically means you need the later ROM.
You could also fit the 3.1 ROM for the A500. I have an A590 sidecar self booting 40.62 Workbench3.1 with the 40.63 3.1 ROM and I just booted my A600 Workbench disk to check and all worked fine.

I discovered just a few weeks back that Install 2.04 and maybe 2.05 WILL boot up on a Kickstart 1.3 A500. Historical issue, some people had Kickstart on disk, not on ROM.
After boot, you can setup a hard drive, copy software to the hard drive, no problem.
HOWEVER, when you try to boot the hard drive with a new Workbench 2 install, that's when you get the error message (Workbench 2 onwards requires a Kickstart 2 ROM).
The actual Install disks will work under earlier versions of Kickstart, but not the Workbench or other disks.
