Is it possible to install and run 'whd load' on a pc system ?

Not without an emulator.  If you have WinUAE you can.

I do have the latest amiga forever 2016 !!!

If you download the Amiga2.0 Gamebase it comes with an app that allows you to launch whdload games from the PC.
It still uses winuae to actually play it's just the launching done on the windows side
