Sure.  The "Cyberstore" PPC's don't actually work; this is why they are never sold with screen shots of them actually functioning...

Those were common to the "Cyberstore PPC" cards; being not expected to provide more than a Photo Op, they didn't need actual working chips, even low spec ones!
