Is there a program available that lets you write archived disks to all kinds of media: usb, cd-rom or iso?
If I download an archived CD I would like to unarchive it and write it to a bootable USB straight away.
If not I should try and make one.

Archived in which way? Explain more.
What do you want to be bootable? Are you talking about OS:es or any CD as in just autorun?
Why and what have you extracted from a CD and archived and why not just make a ISO/BIN/MDF instead of them directly?
Rufus (http://rufus.akeo.ie/) works great for making bootable USB drives.
As for making something that is not bootable into a bootable ISO or CD/DVD there is many ways all depending on what it is.
