You just want to write the contents of a .dms file to a floppy?  Do you have DMS command in your C: directory?  I'm not in front of my Amiga right now but I think the shell command is "DMS write to DF0:"

TSGUI needs the DMS command in C:, too. It does not support DMS internally.

To unpack the archive copy it to RAM: and execute it. After that copy the new DMS file to C:.

As Thomas said u need dms.
DMSII was a simple and good GUI for me over the years.
Also you can mount some disks with imagectrl (I thing it's called that) but not usable for non dos disks and many games.
