I'm using the following guide to install WHDLoad in WinUAE, but I can pass step No. 4:
1. Download WHDLoad package from:- Here or http://www.whdload.de and save it to the programs directory (C:\Program Files\Winuae\Hard Disks\programs)
2. Next re-launch the WinUAE program, left click the config you made, click the Load button and click OK/Start to start emulation.
3. Double click System drive, System directory and then Shell to open CLI/Amiga DOS.
4. Type in:
lha x programs:WHDLoad_usr.lha programs: and press Return/Enter
Since I'm getting the following message "lha: Unknown command"
I did my configuration of Hard Drives using the guide at: http://www.lemonamiga.com/help/tutorial_1/5.php
What am I missing? Please help.

Do you have LHA installed?

Seems like you are lacking the LHA archiver.
Had a quick browse on Aminet and this might be what you are after:

FYI WinRAR can also unpack LHA archives. I did this recently, unpack WHDLoad, then transferred it to my Amiga and installed it. Roundabout way to do it for sure, but it worked! ;)

Bear in mind that although you can extract Amiga archives in Windows it doesn't preserve the Amiga protection bits and some stuff wont work.
Have you checked out Classic Workbench? It has WHDLoad and basically everything you need to get started already installed :)

Quick update: I managed to install everything I wanted, including WHDLoad using the instructions posted at Lemon Amiga and abime.net. Here is the link I used: http://guide.abime.net/wb3.1/chap1.htm It is somehow outdated but gets the job done!
