perhaps a bit offtopic..
I'm thinking about connecting PIV VGA to SCART because (Panasonic) plasma TV I bought doesn't have VGA connector (only SCART, HDMI, YPbPr, svideo). So, my question is, can RGB SCART display VGA resolutions? (like YPbPr can do HD)

Generally, no.
Theoretically, a 31+ kHz capable screen could accept VGA via SCART, provided VGA's separate HV-syncs are merged to a C-sync (simple logic gate). The RGB signals themselves are the same.
The only other option is getting an RGB to YPbPr converter, I'm afraid. S-video will not be able to match higher than VGA resolution (and would require conversion as well).

I would bet that you can configure the PIV to output PAL frequencies through the VGA connector. You just need to tweak the screen modes in Picasso96Mode. If this is what you want, only to be able to connect it to SCART is another question.
