Hi guys i was thinking can i use Amiga OS 3.9 on my Amiga 1200 with 3.0 ROM? i have tried looking around, but there are some who say i can, and some say i need 3.1 ROM to make it work.

This seems to indicate 3.1 needed. I already had the ROMs replaced when I ran 3.9 for a short while, so I couldn't tell you if it's the case or not.
ROMs are usually cheap, but replacing them is a PAIN. Lots and lots of tiny little legs

What 030-card do you have?
Blizzards can be configured to load kickstart in ram, you can load 3.1 kickstart from file using blizzkick and bootstrap into 3.9 from that, or better yet, build your own 3.9 kickstart. I'm sure other 030-cards have similar possibilities.
